There is no steadfast answer to your question. It depends on many factors; most notably, the style of the fixture (shade size, width, pitch, reflectivity, etc.), the bulbs you intend to use, the LENGTH OF THE TABLE (a 9-foot table really needs a 4-pendant fixture if going that route), even the colors and other lighting uses in the room.

WPA rules state that any hanging fixture should be no less than 65" from the floor (and you don't have to use these types of fixtures, btw!) Assuming your table is 31" high, that would mean a minimum of 34" from the table's surface. I assume 65" inches has been chosen so as to keep the lip of the shades below eye level (i.e. no eye contact with the light source), yet high enough that it does not obstruct a reasonably tall person's view of the table from end to end.

So the best answer... experiment. Since most pendant style lighting is adjustable (chains, stems, etc.), play around with it until you are happy with it. Also, don't underestimate the use of additional light sources in the room to reduce shadows both on and off the table (even for 'intimate', dark rooms!)
