I have been stopped twice now for having a burned-out tail...

I have been stopped twice now for having a burned-out tail light, being cited for CVC 24252 (a) "All lighting equipment of a required type shall be in good working order."  However, both my left brake light and center brake lights work.  According to CVC 24603 (b) Every vehicle besides a motorcycle shall be equipped with two stoplamps.  If I'm only required to have two stoplamps, and I have one of three that aren't functioning, are the police wrong?

No, the police are not wrong.  CVC 24252 (a) says ALL lights of required type shall be in good working order.  You violated that code because your right light is broken.  Since you still have 2 working stoplamps, the police did not cite you in regards to CVC 24603 (b).
