I am not getting the required power out of my coil on a 1990...

I am not getting the required power out of my coil on a 1990 jetta. I have replaced the coil still nothing. I have checked for voltage to the coil and grounds. I have going to the positive side of the coil are 2 red and black wires and have no voltage at these wires with key on or off. The odd thing on the 2 black wires going to the ground side of the coil on 1 of the black wires I get nothing for ground but on 1 of the black wires I get battery voltage with the key on. HELP
