I have a 9 month old dachshund who has not come into heat...

I have a 9 month old dachshund who has not come into heat just yet.   But, i have been noticing unusual behavior.  i also have a older male dachshund who is fixed.  Lately she has been putting her 'crouch' and lifting her back leg onto my male ALL THE TIME.  We caught her humping him one weeks ago and hasn't done it since.   I am wondering if these are signs of her coming into heat?  Most say that dachs don't come into heat until about a year old.  Can someone give me some insight thank you!
