Raised band around puppies neck, we had toy poodle puppies 10 days ago. one of them have a band around it's neck. it appears to be at the scalp, but can not tell. tried rubbing w/warm water and washcloth, but wouldn't come off. it looks like its caked around the hair in little balls. she might have been the one that came out feet first. maybe mom or we did not get the sac all the way off??? any help would be a great relief. thank you
