there is a library called CT_LIBRARY... advanced version of DB_LIBRARY. Which will enable you to have a link between Sybase and C/C++.

you could use otl  http://otl.sf.net
or dtl  http://dtemplatelib.sourceforge.net

both of them are using odbc and at least otl
is known to work with freetds
