Our Bichon has developed small growths in several places...

Our Bichon has developed small growths in several places that would appear to be some type of wart.  They obviously cause her some pain because she is constantly bitting at them.  We have inquired about this with our local vet but the only answer they could provide was that older dogs her age develop these and it is normal. The problem I have with this answer is that she is only 7 (seven) and that is not in my opinion an old dog. We have tried some over the counter creams and salves but nothing seems to help. Does anyone have any suggestions or experiences with this problem that might be able to help?
