I have a dodge Dakota (2000). when driving at city speeds...

I have a dodge Dakota (2000). when driving at city speeds (under 50 or 55) and the heater is on there is a terrible squeal and the "check battery" light comes on after a few minutes.  if going over 55-55 mph or the heater is not on it does not squeal... any idea what is causing the problem?
