My neighbor is neglecting their German Shepherd. The dog lives outside with no visible means of protection from the cold. Has a broken down dog house with no front on it, nothing inside such as hay, straw, blankets, nothing.  I'm very concerned and do not know how to proceed with my concerns. I don't know them and believe that they are not friendly people.  I'm positive that they are ignorant, and don't realize how cold our weather is getting, around 40's in the day time and low 30's at night. This is a residential area outside of Seattle. The dog digs holes around the foundation of their home for protection, but they don't do anything about this, just fill in the holes.  What should I do, animal control has been told about this and they don't call me back.  Should I mind my own business?  This dog is so bored that he has taken to eating the fence between our homes, its amazing and hurtful.  What should I do??
