I have a 6 month old Bichon. Lately he's started licking...

I have a 6 month old Bichon. Lately he's started licking himself so much he has bald spots on his back legs and his fore-legs. I've changed his diet assuming he was allergic to wheat - but to no avail. The only other option I've been told about is giving him Children's Benadryl. Any other suggestions?
