I have a 2003 5 dollar bill that I think has a misprint. ...

I have a 2003 5 dollar bill that I think has a misprint.  The Seal on the left that says United States Federal Reserve System is Green (I have only seen it black on other 5 dollar bills) and the Seal on the Right that says The Department of (I can't tell what the rest says but at the bottom it says 1789). This seal is blue and on other bills the color is usually green.  The serial numbers are also blue and they are usually green on other bills.  the number under the serial number is green and on other bills it is black.  If this makes any since to someone please let me know any info on it.  Maybe even a value it is worth.
