Im having an overcharging problem on a 1991 Dodge Colt...

Im having an overcharging problem on a 1991 Dodge Colt Vista. The alternator is constantly putting 18 volts on the battery and boiling fluids from the top of the battery.  I have replaced the alternator 2 times, replaced ecu 2 times and the problem still persist. Has anyone had any similar problems?btw The voltage regulator is located in the alternator and not external.
