I own a 2001 jetta 1.8t with 90K. The turbo is whistling...

I own a 2001 jetta 1.8t with 90K.  The turbo is whistling very loud and doesn't seem like it is putting out the power that it did when I bought it with 60K on it. Is this a normal thing?
