Jeep Cherokee 1989 4 liter ,Side mounted resistor on driver side fender for fuel pump is rated at 1.1 ohm . It is over heating and is falling a part ,Ive replaced it twice in one week , when I place my Volt Amp meter in line with the wires the voltage is 2.65 to 3.1 volts . If i leave my volt amp meter in line ,the problem will go away and the motor runs strong . Ive replaced the fuel pump with a new one and  felt it might have been the the trouble ,replaced it with a second one yet the problem still exists ,Any feed back is much appreciated ,
Thank you
