1998 Trans Sport Temp Gauge reads hot after engine is cut...

  1998 Trans Sport Temp Gauge reads hot after engine is cut off.
Does anyone know what makes the temp gauge read over 250 degrees when the Van is cut off? I changed the temp sensor but it did not do anything. I know the van is runnig hot but not while its driving. It runs hot AFTER I cut it off!!! (wth)The water hoses are hard and the radiator cap is to hot to touch when the van is off. When I take the wire off of the temp sensor, the fans do come on. But when its connected, the fans dont come on at all. The Van was in for blown Head gaskets a while back and this problem was fixed under the warranty but when I got it back, this is what I have to deal with. Anyone know what causes this?
