I have lots of JPEG images on my computer, but they are awfully big (100 KB at least). I even can't send them via email not talking about the web uploading.. Can I make them smaller so I can use them?

format them to .gif format using paintshop or photoshop should save you about 20% on your kb its a pretty big difference. also if they are background images try making them smaller in pixels, if they repeat you can make them very tiny and still get the same effect as if they covered the page in one shot.
Try to minimize your pixel usage sometimes using less even gives better results depending on the quality of image your looking for, if you don't absolutely need high quality colors then don't use them.
