I have a 2000 Dodge Neon and while driving after about 30 minutes, the AC fan or heater fan (depending what time of year) no longer is blowing out of the vents.  I can still hear the fan operating at all speeds.  After a while it starts blowing once more.  Is there a damper or something that could be diverting based on vacuum?
