Our Caravan seems to have electrical issues. To begin it...

Our Caravan seems to have electrical issues. To begin it wont crank over. before we only had to wait 30 minutes or an hour and it would start just like nothing was wrong .We have power to everything - radio, lights, dash. Turn the key into crank position and no starter movement just a few clicks, one under hood seems to be coming from Power Accessories Relay "radio,dash, cig liter, etc. The other click is under dash and I can't locate the relay, seems to be behind fuse panel up in. The starter is fine - I was probing a test light having wife click ignition on and off and grounded starter relay on accident when she tried to start,  and it turned motor over, but probably was not getting fuel so it didn't start. So its not starter. Also
Driving down the road the van would stutter and act as though ignition was shut off and then turned back on happens once in a blue moon "not every trip" gages drop off and then power picks up and driving like normal again. Hoping I gave enough detailed info, not sure if its a computer issue, ignition problem, ground problem, relay, or what. Obviously these Vans needed to move more of the electronics inside out of the weather....instead of under the hood.
