My 12 month old Golden Retriever eats anything and everythin...

My 12 month old Golden Retriever eats anything and everything he can get his mouth on (thank God not the furniture!)  He eats an excellent diet (Nutro) and I also add Nupro powder to his feedings (2x per day)  He gulps his food and then plays non stop for a good hour after he eats.  His favorite things to eat are rocks, roof tiles, toilet paper/paper towel cardboard rolls, anything paper, loves photographs (not good as I am a professional photographer), Reef sandals (why not go for the good ones right), pin cushions (with the pins in it), etc.  He always seems like he is starving.  We got him when he was 14 weeks old and I have a feeling he was the runt of the litter as he came with these food issues.  We got him to slow down in his bowl by adding 2 to 3 cups of water to his 2-3 cups of food.  He tests fine at the vets office.  

Any ideas of how to change this behavior?
