I am relatively new to UNIX and C++ programming, but I want to know can you
(1). from the Bourne shell call a C or C++ program passing it some data
(2)  and then have that C or C++ use this information to say delete some files,
create some files and/ or update some files in UNIX and then
(3).  pass data back to the calling Bourne script.
(4). If this is not possible in Bourne script is there other scripts that can do this?

Use the getopt library to get command line parameters from the shell. Use unlink to delete files from the C. use fopen, sprintf, fclose to create and update files in C. use the exit value (return value) of the program to pass data back to the shell.
