My friend has adopted a Rotti and he is not quite a year...

My friend has adopted a Rotti and he is not quite a year old.  When they first got him he was pretty active.  But she is worried because she thinks that now he is not as active as a young dog should be (others have commented on that as well).  He will play some, but a lot of the time is just calm and not as crazy as puppies can be.  He is smaller than most and they think that he is done growing.  I've heard that Rotties don't reach maturity until 2-3.  So at not quite 1 year old... is there something wrong with her puppy?
I just want to find an answer for her... or see if she needs to see the vet for this.
