Hi-

 I want to sponsor my sister-in-law from India to visit US for a
house-warming ceremony. I have filed I-130, a petition in 2002 for my brother and entire family, so is there
a chance for her to get visa???. as no petition is filed for her , but she is a potential immigrant through my brother
or is it illegal to sponsor a person who's petition is pending?.. My brother and there 5 year old daughter are not
joining her, she is the only person who is planning to visit us for a month or two.  Please advise us if she should go
to mumbai consulate for interview or there are no chance for her to get visa.

On DS -156 form there is a question (# 36) which says : Has anyone ever filed an immigrant visa petition
on your behalf?. If yes, who?.

what should she check for the above question Yes or No.  Please advise us.
