How does a US citizen make a illegal Mexican a US citizen...

How does  a US citizen make a illegal Mexican a US citizen by marriage? I am told that if a US citizen get married in Mexico, then bring his new across into the US. Immigration will issue the married Mexican a "permission" slip/form/card? to enter the US. Once in the US, can the new spouse start "green card" application or what happens next so that the Mexican spouse can become legal in the US and eventually a US citizen. Currently, the illegal Mexican is living in Redding, California with the US citizen and they have one  6 month child born in the US.
