one year old shih tzu suddenly lost use of back hind...

one year old shih tzu suddenly lost use of back hind quarters..he could barely move with no apparent injury sight and no appetite..after an 8 hour period, he jumped down, ran in circles for a few minutes and seemed normal..except i noticed today, he cannot go up the stairs and he has adopted obsessive compulsion for licking his back paws and stomach..please help!
