would my brother who has a brilliant, gifted autistic child but inadequate facilities for his education be eligible for immigration on compassionate grounds?

HI. I am married to Canadian, if your brother is under the age of 22, and if you take the necessary legal steps to obtain legal guardianship and or adoption adoption would make him an automaic  citizen as i was told by CIC.  I myself came from the US but returned when my child was refuse entry to public school, Illegal and since then i took the time to read laws and court cases on this subject.

Good luck.
BTW CIC told me that that i should go to duty council or the free court officers in the courthouse in Canada, or look for info at www.canlii.org a great legal resource.
