When connecting a 480 volt/ 30 amp plug to it's female...

When connecting a 480 volt/ 30 amp plug to it's female receptacle should not power be off? My thinking is to prevent the probability of one getting a flash burn or electrocuted. In my shop we have quite a few of these remote power jboxes at ground level.

Seems like an accident waiting to happen.
