can you pls advice why the propane gas is not coming out of...

can you pls advice  why the propane gas is not coming out of the cylinder at temperatures minus 10 degree celsius, even though the cylinder is full.
more so b.pt of propane is -44c at atm.pressure.
is there any other reasons?
