my baseboard heater would get hot and never go back to room...

my baseboard heater would get hot and never go back to room temperture so i bought a thermostat. My friend thought that it might be something else because he did a test on the wire and found that the one coming out of this aluminum round gadget that had a ground wire through it and went all the way to the end of the heating element had no current coming out of the other end.  So basically the electricity was going in and none was coming out.  Well at any rate when he pulled this round gadget out the copper wire going in brook and the one going out brook.. Now what do I do because i don't get anything out my heater any more.
