If I get a ticket for no tags (no current registration) when...

If I get a ticket for no tags (no current registration) when I paid for the registration and waiting in the mail for my tags, I only have 15 days to wait for the tag in the mail, and get it signed off and sent back to Sacramento from Waterford, with a $10 administration fee (unconstitutional by the way) , but if it doesn't get to you within the 11 business days i will be charged for the full amount of $220 thats more than a guy doing 70 mph in a residential is this right??? what happens if someone steals your tags, Americans beware we are being unconstutionalized by our own laws, and who does this law protect, why the government wallet
