Why does lights blink? Here is my problem; celing lights...

Why does lights blink?
Here is my problem; celing lights and and the ones on wall recps;intermite blink in 5 rooms. all on the same 15amp breaker.
In dec 03 it began,two certified elctricians
checked and said "the breaker was the problem" Each time they replaced the breaker and first time was ok for 18 days.the second
electrican said-same "circuit breaker" so,another breaker changed and it lasted from 1st week od dec 03 till aug 5,04.
I have now changed the breaker with 15amp light/fans and recp; -- new from Home Depot. (same as before-seimens. After all that the problem continues..anyone out there had problem or suggestion ?
I will change out items but will not attempt making any wiring changes without being sure of the safety of my home.--I do have 100a service per the electrician.
I asked if splinting off would correct the blinking and he said "new breaker" will do it..
Our two computers do not appear to be affected on same circuit( both on quality surge protectors,that may be why?
there are 3 empty breaker spaces in panel box.
I am thinking of calling another 3rd electrican.
