Chimama, I've got a question for you! It rained outside here for like a week straight. My siamese and my baby chi love going for walks. I refused to bring the chi outside when it was pooring rain. I didn't want him to catch a chill. He was soooo depressed that we didn't go for walks all week, so was my cat. I play with them all of the time and give them lots of attention, but they both seem very glum. I'm scared how my chi will react when winter comes around the corner. In Saskatoon (Canada) it sometimes gets up to -50. Frostbite in seconds. What do you suggest I do so they don't get depressed. I've obviously have a chi that loves to be outside! I'm already looking at raincoats for him, and I already have started a collection of sweaters.

My babies and I live in Minnesota, so it's not that much different for me.  I would go ahead and put a sweater on your chi, open the door and see if he wants to go outside (make sure you have hold of his leash, of course).  He may not want to be out long if he's wet (my alpha is a little princess who cannot abide to get her delicate little feet wet).  When you get home, make sure you dry him thoroughly and snuggle him in your lap under a blanket til he warms up.  My beta is much sturdier and doesn't mind the rain, different personalities.

As the temperature goes down, at some point my alpha will refuse to go out, preferring to stay inside.  My beta will eventually do the same, and once there's snow nobody goes outside.  It is up to them whether or not they go out, so maybe that helps.  

I do take my dogs to Petco or Petsmart in the winter and let them walk around, so they get to see other animals and people, that helps keep the boredom down.
