As far as I have heard, he was.  I believe he was missing fingers on his right hand.  When watching, notice how you only get a brief glimpse of Radar's left hand and you never actually see his hand in anything other than a loose fist.

Radar's only handicap was that he couldn't wink. Gary Burghoff (who played Radar) has a slightly deformed left hand.
