Barry Manilow wrote the "I'm a Pepper" song. If you can find a copy of his "Live" album, there is a song called "VSM" which stands for Very Strange Medley, which is a medley of the jingles he wrote.

Barry Manilow wrote it. He wrote several jingles in the '70s, but this was his most successful. Yay!!!

The answer to the question is "no one." If you check, the lyric is not "I'm a Pepper, you're a Pepper .." The lyric is "I'm a Pepper, he's a Pepper, she's a Pepper, we're a Pepper ..." Find the video with David Naughton singing. Think about it. Why would the lyric say "I'm a Pepper, you're a Pepper..." and then go on to ask "Wouldn't you like to be a Pepper too?" Why would you like to be a Pepper if you already ARE one?
