I've bought the wheels to replace some well worn wheels on...

I've bought the wheels to replace some well worn wheels on an old pair of Bauer F3 Fitness in line skates with 4 wheels 72mm 78A on each skate.  

However, I am unable to remove the axle completely to allow the wheel to drop out. Using allen wrenches on opposing sides of the same single wheel I am able to remove half of the axle (the threaded "male" side. The other side, the longer yet "female" part (I assume) does not come out. Shouldn't it just slide out? What do I need to do to get the other half of the axle out?

·Is the axle made to be taken out?
·Do Bauer skates have some nifty tool to remove the wheels? axles?
I have tried pushing the second half of the axle out with the first half partially loosened but the second half doesn't budge.  The skates are old. Is it possible that the other half of the axle may be frozen (rusted in). Would some penetrating oil be appropriate or would that damage something else about the skates?
