My friend have the following cards in play, "intruder alarm"...

My friend have the following cards in play, "intruder alarm" and "mobilzation", and casted this spell "natural affinity". Of course he wanted to make infinite tokens, can i respond by casting echoing decay to kill the lands?

Or there isn't a way to stop the process?

You can only stop the process with echoing decay if you can leave him with no white mana. Echoing decay looks at the NAME of the card it targets, then looks at any other cards with the same name, and gives them -2/-2 also. Lets say he has 3 forest, 2 plains, 1 tundra and 1 city of brass. If all those lands turn into creatures, you will only be able to kill lands with the same exact name. As long as he has 3 lands, one of wich can produce white, you cant really do anything to stop the combo. Except of course wait till he generates all his tokens, then cast the decay on the token...

then that means if they are all plains the echoing of decay can kill the lands before he start generating infinite tokens

Sort of. With the way priority works, he will cast the natural affinity and then you get a response before the affinity resolves. Since its not in play yet, the lands wont be creatures. You then let his affinity resolve, and then he gains priority again. At this point, he will probably activate the mobilization. This is the first point in which you can respond with the decay. The only problem is, that if he has 3 more lands untapped, he can respond with another activation of the mobilization and get his infinite tokens anyway.
