I have an electrical wire which has had it's ground terminal...

I have an electrical wire which has had it's ground terminal cut off.  I plugged the altered wire into a power strip.  Using a voltmeter, I am seeing 30 - 60 volts between hot and ground as well as ground to neutral.  The hot to neutral has 120 volts as expected.  Where is this voltage coming from?
