What's for I-129W. My employer recently file H-1B application and forgot to file I-129W. they returned the application saying "incomplete". Can you pls explain.

Also wants to know. My job I was offered is the Computer Support and pays only $31K. The Company is very small and they won't be able to pay $1000. Is it complusory that every employer has to pay additional $1000. We always thought that it's for premium processing that is if you wants to skip the line and get process immediately. What's your comments?
