You might have to teach her how.  My older chi to this day tends to open her mouth as wide as possible and yowl rather than bark, but she had to be taught to make any noise beyond a whimper.

I decided to teach her to bark by teaching her the command "Tell Mommy".  I spent weeks saying "Tell Mommy" and barking, when she made any kind of noise she got a treat, then worked up to a bigger noise before the treat, and finally she barked for a treat.  She still has a tendency to whine or sneeze a few times before she barks, but she did get the idea.

As well as teaching her to bark, you need to teach her when to stop by teaching her "No bark" and "Enough".  There are threads here about how to stop a dog from barking, so rather than retype it all here, I'm going to suggest you read through the FAQ, as there are other topics there which are also good.

I have 4 Chi.  One never has learned to bark.  He can squeal and even meow but never has barked, even though his 3 other friends can and do.  I guess barking or not barking is just another Chi thing.
