Have bought a second dog. The established dog repeatdly...

Have bought a second dog. The established dog repeatdly attempts to mount the puppy. There is no evidence of growling etc. Both are male and have not been neutered

Sounds like your established dog is trying to be dominant (in the pack and not sexual sense).  Mounting is one way of showing he wants to be alpha dog.  

Your dogs need to sort out which is alpha (top dog) and which omega.  You can help that process by feeding alpha first, petting him first and letting him go out the door for walks first.  This won't be a problem for omega.  Just be clear which is actually the dominant dog.
