Is their a maximum size (amperage0 for a residential service under the NEC or is this set by the local power company?

The norm is 200A single phase panel for residential, however if you have requirements for heavy equipment or a shop then you might have to put a request to the power company for this (service order). For e.g. 400A 3 phase. You can also have two separate electric services to your residence also. Check with you local Electric provider.
