Crystal Report templates require Seagate Crystal Reports 8 Developer version to be installed on the development machine. The libraries look for CRPE32.DLL print engine at runtime to confirm the ability to run the reports.

The following table is a list of the required runtime files that must be distributed with your application that integrates Crystal Reports. This list of files is an except taken from the Crystal Reports help file found in \Program Files\Crystal Reports\Developer Files\Help\Runtime.hlp. For further information on required runtime files please see the above mentioned help file.

I hope this may help you.

If using visual basic You just create a setup package and include all the .rpt file while creating the package. After installing this package the user will not need the entire crystal report package

Before doing so, in crystal report at the database menu, in set database location choose same as report option and click done
