I didn't get answer for my previous question, so I ask in other way:

Can someone explain to me what is "global effect" and what is difference between "...to all creatures and players" and "...to each creature and each player" in this context?

Those wordings are exactly the same. Both of those effects would be considered global. Usually effects that are not TARGETED are considered global type effects. Wrath of god is a global destruction effect. Swords to Plowshares would be considered a targeted destruction effect.

Also, the word global is used to describe enchantments. Global enchantments are enchantments that use the word "Enchantment" in the card type. Local enchantments are enchantments that use the words "Enchant <SOMETHING>" (like 'enchant creature').

And what with:
"Deals damage to each of up three creatures and/or players"?

"Up to" means that you get to decide the number of targets. If you just want to deal the damage to one creature or player, you can decide to do that. If you want to do some to a player and some to a creature, you can. Basically you can pick 1, 2 or 3 targets.
