In the movie The Recruit with Al Pacino, he mentions a book or story by Kurt Vonnegut about a molecule discovered in the Antarctic that ends up freezing all the water in the world. Can anyone tell me what the name of the book or story is called ?

the name of the program that they pacino was trying to steal was ice nine, which was the substance in cat's cradle which would turn water into ice on contact
