Look in the wheel well and look for a circle and turn it open.

If this is like the 98 caravan, you must first remove the plastic access cover in the front of the wheel well. Turn the cover about a quarter turn anti clockwise to align with the removal slots and set aside. Be prepared to perform the following process by the feel of touch alone as you will not see a bloody thing. Now reach in to a tangle of wires (while your face is pressed against the tire and/or fender) and feel around until you find the light bulb connector at the back of the signal light housing. Turn it anti clockwise a quarter turn to remove it (keep in mind the orientation of the connector as you will have to align it when you put it back in. Pull out the light bulb wiring harness and replace the bulb. At this point you will have noticed that your arm is scratched from rubbing on the plastic wheel well opening and your hands are greased well from fishing around for the bulb for 10 minutes. Ensure new bulb functions then replace the bulb back into the signal light housing the same way you got it out.  If you can do this in less then 10 minutes you may want to think about buying a Rubik's cube as you must be blessed with a talent. Replace the wheel well access port cover and curse Dodge for making a mundane task into a true test of stamina and endurance. Now wash up and tend to those abrasions.

I just got done changing my Driver Side blinker bulb and I'm just now getting over the worse charlie horse that is in my forearm/wrist.  You'd think that the freakin engineers that design this crap could have done a better job in getting us access to a simple bulb.  I know I'm not an engineer but an access in the wheel well that would be bigger than a 5' hole would have been better, maybe making it so a LARGE portion of the wheel well came down would be better.  but again I'm not an engineer and who knows what that would do to the drivability of the car....that's sarcasm.  Good luck to those who have the joy of swapping this thing out.  What a joke.

Yes, but after you've opened it (in a 1999 at least) you can't get to anything or feel anything that you can access to get at the bulbs. Any diagrams our there to show us what we can't see through the hole?
