i have just moved into a house in Kansas, anyway both me and my husband broke out with flea like bites all over our skin.  we have reported this to our landlords and they say that they have checked our house and they say that there is not anything in the house.  What could it be every night when we are asleep we feel like we are being biten by something.

Unfortunately it sounds like you are on my same boat. I myself have just moved into an apartment and I feel like I am getting eaten alive. I wake up with small red bumps from my legs to the back of my neck. Lucky for my husband, he doesn't get bit. However he has seen a flea land on him. I do not have pets/children, but my neighbor does. So with all that said, I have a rid flea maniac. We shampoo our carpets and go to the vet and buy a flea carpet powder and sprinkle on your carpets and vacuum it up. You can also use a pan of soapy water and a light shinning on the pan at night. Put it on the floor and in the morning you will see fleas in the soapy water, dead. You also have to treat OUTSIDE. If your apt owner/mgr does not have a Gardner who sprays outside.. you will have to do it. You can buy mint plants ( they don't smell that great) but put them in your front patio, entrance of your home.. mosquito's/tics/fleas /bees etc do not like mint. You can buy an organic flea spray and spray the outside of your home/apt. Entry ways things like that. Its unfortunate that we as tenants have to do this., but if you want the problem gone, you have to do it yourself. I also bought Cutter Skinsations insect repellent that I use on my self and clothes to keep the critters off of me. I'm also an avon rep and I use Skin So Soft and that keeps them away to. However those are quick fixes and you have to keep reapplying. Make sure to change your bag immediately after vacuuming so the critters don't get out and back into your carpets. Lavender oil also keeps them away. You might want to put some on you and in your hair after you shower. I hoe this help. Good Luck
