I am working on an L1B visa. Can I take up part time work for another employer, in addition to the full time work for my sponsoring employer?

No.  You can not take up part time work for another employer.  The L1B visa was granted based on Intercompany rotation and was also based on your specialized knowledge.  If you want to work for another company you must need to re-qualify or re-apply for your visa.
