St. Thomas Aquinas distinguished between drunkeness and the culpability involved in becoming drunk identifying the latter as sinful and not the former. More of this can be obtained via New Advent Catholic Encyclopaedia from his Summa Theologica. The problem with drunkenness and other forms of intoxication is that they interfere with one's capacity to distinguish between right and wrong. Thus the onus is on all people to use these gifts properly and not to abuse them. In all things the sinfulness of the act depends on the level of awareness involved with the action. Thus issues such as age, education and habituation/addiction must be taken into account in any examination of conscience. The laws of the state must be respected as long as they don't interfere with the sanctity of human life and the dignity of each individual. Thus laws prohibiting certain drugs, which arguably impinge upon civil liberties, are created and are to be respected for the greater good. The use of other substances from homeopathic medicines to plants and drugs sold in head-shops are left to the individual conscience of the user. However it should be pointed out that to use substances which have unknown side or long term effects constitutes an endangerment of the mind and body. Jesus calls all people towards freedom and away from confusion and darkness and it is through our analysis of conscience that we respond to that call.
