What kind of tracking do we have for hurricanes and cyclones?

Satellite images.
There are a number of agencies who track these storms based on where they think the "eye" of the storm is positioned on satellite pictures.
National Hurricane Center tracks cylcones for the U.S.
The Joint Typhoon Warning Center /and/ Japanese Meteorological Agency (JMA) track typhoons for the NW Pacific.

why do we have hurricanes?

the cyclone builds up in the ocean and then it gets stronger like a hurricane.
