Most states, the age is 16.  You are required in most states to take a driving course first and have your permit for 6 months before receiving driving license.  When you have a permit, someone has to be 21 in the car and you cannot transport more than 2 other people besides yourself.

Hello Billiam! My name is Andrew. Yes, you can get your license before you turn 18. You can get them at the age of 16, and your permit at 15. I hope that was some help to you.

(I'm from Indiana, so that's Indiana state law, I don't know about other states...sorry for any problems this may cause)
