Are you familiar with the anesthesia drug called Cevoflow? Do you think this is a safe anesthesia to use on Chihuahuas? What are the odds of over anesthetizing?

I'm not familiar with the drug, but only a certified vet experienced in anesthetizing small animals should be allowed to do so.  There is a very thin line between too little and too much, not much margin for error in a small animal.

If you are thinking of putting your chi under anesthesia, have it done by a qualified vet, and for whatever reason it is being done, please consider having the dog sterilized as long as it's unconscious.

The drug you are probably referring to is called Sevolurane, an alternative inhaled anesthetic with similar properties to isoflurane and desflurane.  Sevoflurane has no real benefit probably over isoflurane except a smoother anesthetic induction.  As with all inhaled gases, it requires expertise in administration to prevent airway difficulties, cardiac arrest and some very nasty major heart arrythmias.  I anesthetize people, not pets, but I would really want to have someone experienced to anesthetize my pet with any of these drugs.
